KDI Mid-Day Statement on the 2026 Ekiti State Governorship Election

The KIMPACT Development Initiative (KDI) has earlier on Saturday  presented its mid-day assessment of the 2026 Ekiti State Off-Cycle Governorship Election.

According to the report, KDI draws from verified data in the Election Day Data Room (EDDR), which monitors election administration, operational readiness, security, technology performance, and polling unit processes in real time.

This preliminary assessment reflects verified reports from the early and mid-phases of voting across all 177 wards in Ekiti’s 16 LGAs. It captures a snapshot of election-day processes and is not a final evaluation.

Operational Readiness and Polling Unit Opening:

Election-day logistics showed mixed results. While election materials were largely intact and most polling units opened within acceptable timeframes, late arrival of officials and delayed commencement of polls remain key concerns.

Arrival of INEC Officials: 

From 384 observation points, 52.3% of polling units recorded early or on-time arrival by 7:30 am. The remaining 47.7% reported late arrivals, meaning that nearly 1 in 2 units experienced delays.  

Late arrivals were concentrated in Ado Ekiti, Ekiti West, Ekiti East, Ikere, and Ikole. The highest delays occurred in urban and accessible LGAs like Ado-Ekiti and Ikere. This suggests challenges beyond geography, including personnel deployment, RAC coordination, traffic, and morning logistics.

Election Materials: 

Materials reached polling units largely intact. 97.4% of units received complete materials, while 2.6% reported missing or compromised items. The main issue was timely deployment, not availability. Most frequently missing items included Poster EC30A, ballot papers, voter registers, BVAS devices, EC60E materials, and EC8A result sheets. While limited, these shortages can delay accreditation where contingencies are unavailable.  

Commencement of Polls: 

Based on an 8:45 am benchmark, 84.0% of 318 verified polling units commenced voting on time. 16.0% started late. This improvement over arrival data suggests INEC officials made operational adjustments on site.  

Late commencements were again concentrated in Ado, Ekiti East, Ikere, Ekiti West, and Ikole, showing a direct link between logistical preparedness and timely poll opening.

Security Deployment and Election Day Environment:

Security agencies maintained a strong presence across observed polling units. Reports from 384 locations show the Nigeria Police Force led deployments, followed by NSCDC. Other agencies present included FRSC, Nigerian Correctional Service, Immigration Service, and the Armed Forces.

The heavy security presence likely helped maintain order and support movement of sensitive materials.

However, KDI notes that effectiveness is measured not by numbers alone, but by the ability to support timely administration, protect voters, and respond to incidents. So far, the environment remained generally peaceful across observed locations.

BVAS Functionality and Voter Accreditation:

BVAS performance is a key indicator of election integrity. Devices successfully facilitated accreditation in 82.6% of observed polling units.

For context, KDI’s observation of the 2025 Anambra Governorship Election recorded BVAS functionality in over 96% of polling units. The current 82.6% rate reflects reduced operational performance compared to recent off-cycle elections. The issue is not widespread BVAS failure, but performance below established standards.

Accreditation Efficiency: 

Under 1 minute: 49.5%  ◦ 1 to 2 minutes: 24.6% ◦ 2 to 3 minutes: 8.4% ◦ 3 to 4 minutes: 3.7%.
